Several bus services provide transportation from the International Terminal (level 1F, one level down from arrivals) to Tokyo city center and to major hotels.

Tickets to most destinations cost anywhere between ¥600 -1800, depending on the line as well as your destination.
The Airport Limousine Tokyo Station Route will take you to Tokyo Station in 25-45 minutes, departing from either the International Terminal or Terminals 1 or 2, with a one-way ticket costing ¥930 (¥1860 for the night bus).

Ticketing machines are lined up at the exit of the airport. Some of the routes depart from Terminals 1 and 2, and a free terminal shuttle will ferry you from one terminal to another in 3-7 minutes, departing every 6 minutes from 5:00 AM–00:00 AM.
There are two railway options to reach central Tokyo from HND Airport:
❯ Haneda Express, on the Tokyo Monorail, will take you to Hamamatsucho Station (here connecting with the Yamanote and Keihin-Tohoku railway lines, which will take you further on to downtown Tokyo/Tokyo Station in 10 minutes).
The journey to Hamamatsucho Station takes 16 minutes.
The whole trip costs ¥650 (¥490 for Hamamatsucho Station + ¥160 for Tokyo Station).
The trains run from 5:17 AM–00:10 AM on weekdays, weekends and public holidays.
The line is located on the 3rd floor of the International Terminal.

❯ Airport Express, on the Keikyo Railway, will take you to Shinagawa Station, and connects you with several central points of Tokyo, such as the Asakusa Subway Line, Shinagawa Station (here connecting with the Yamanote and Keihin-Tohoku Lines, which will take you further on to downtown Tokyo/Tokyo Station in 10 minutes), Kanagawa Prefecture and Yokohama.
The journey to Shinagawa Station takes 11 minutes.
The whole trip costs ¥580 (¥410 for Shinagawa Station + ¥170 for Tokyo Station).
The trains run from 5:26 AM–00:01 AM on weekdays, weekends and public holidays.
The International Airport Terminal connects directly to the underground station.

Haneda International Airport is located 25 km from Tokyo city.
Both regular taxi-meter and set-fare taxis run out HND Airport (International Terminal, Level F1, one level down from arrivals).
You can expect the trip from the airport to downtown Tokyo to take about an hour, depending on your destination and the time of day.
Fares range between ¥5000-10000.
